Description: The consultant carried out validation reviews of selected Project Completion Reports (PCRs) in the transport sector prepared by the regional departments of the Asian Development Bank (ADB). Benefits from this validation system include (i) improved analysis and reporting of ADB results and lessons, and greater accountability toward ADB clients and shareholders; (ii) independent project ratings, where IED − validated rating will stand as the official project rating; (iii) greater incentive for operations departments to produce higher quality PCRs as these are subjected to independent evaluation; and (iv) PCR validation reports (PVRs) provide inputs to higher level evaluations, economic and sector/thematic studies, and eventually, country partnership strategy formulation.

Description: The capacity development technical assistance (CDTA) in urban transport was approved to support Ulaanbaatar Urban Transport Investment Program (MFF). The main objective of the consultancy is to prepare background works and institutional capacity enhancement of the executing agency (Ulaanbaatar Municipal Government) and implementing agencies for the MFF implementation. Specifically, the Parking Policy Specialist is responsible for coordinating with the Team Leader in the preparation of the reporting requirements, conduct of trainings, and fielding of surveys.

Description: The overall objective of the assignment is to enhance socially and economically sustainable development of the population in Rwanda by elimination of constraints to road transport and consequent reduction in costs. Development of feeder roads will enhance improved transport operations resulting in the opening of currently isolated rural communities to access agricultural markets, collection centers of staple crops, output, input flows and access to social services. It would also facilitate direct access for isolated communities in situation of food insecurity emergency cases. Since this component of the Transport and Agriculture sectors feeds into multi-ministerial operations, the approval of a separate policy and strategy is recommended.
